Williams wrote Brush describing his idea for a steel research institute of some kind to coordinate research in the field. Brush forwarded the letter to Palmer and subsequently to Davis, of American Steel Wire and American Sheet Tin Plate respectively. Palmer thought Davis's company would be more interested, but Brush felt Davis did not appreciate the need.
