Howen explains that Amnesty International is conflicted about whether to supply information that could be used as evidence against the accused, but favors the establishment of an ad hoc international tribunal. He attaches Amnesty's press release from 26 February 1993, which advocates establishing such a tribunal as a precursor to creating a permanent international criminal court.
